Capital Projects Accepting Applications June 23-July 24 for SPLOST Affordable Housing Funds Projects

The Athens-Clarke County Unified Government (ACCGov) Capital Projects Department, with the assistance of the ACCGov Housing and Community Development (HCD) Department, announces the availability of approximately $2.7 million in SPLOST funding for support of affordable housing development projects by eligible non-profit organizations and private developers. 

Eligible activities for funding include construction of public infrastructure (e.g., public roads, public sidewalks, water lines, sewer lines, and stormwater facilities) in support of affordable housing development. 

The Request for Proposals (RFP) process is open to eligible nonprofit organizations and private developers from June 23 to July 24, 2026. Proposals can range from $1 million to $2.7 million. Entities can submit multiple projects for consideration. 

The SPLOST funds will be available after approval by the Mayor and Commission, which is tentatively expected at their October 6, 2026 Regular Session voting meeting. 

Capital Projects will host a virtual meeting to explain how eligible developers can access these local funds to support affordable housing priorities in Athens-Clarke County. The meeting will be held online via WebEx on Tuesday, June 23, 2026 at 1:00 PM through https://accgov.webex.com/accgov/j.php?MTID=m6608a42636368fb03e538161d25663cc 

A link to a recording of the meeting information and applications for the SPLOST affordable housing funding will be available by June 23, 2026, on the main SPLOST website at www.accgov.com/splost.

Applications for the SPLOST affordable housing funds are due no later than Friday, July 24, 2026 through one of two methods: 

  • Electronically by midnight through the ACCGov Dropoff Portal at www.accgov.com/dropoff (select Capital Projects in the dropdown option) 
  • In person no later than 4:45 PM at the Costa Building, 133 E. Washington Street, Athens GA 30601. In the Costa lobby, use the phone to dial the Housing & Community Development phone number and HCD staff will come down and accept the application(s). 

The available funding is part of the SPLOST 2020 Program in Project #2 – Affordable Housing. The creation of affordable housing opportunities for lower income households continues to be one of the top priorities of ACCGov.
