HCD Seeks Public Comment on Draft Amendment to HOME-ARP Allocation Plan

Staff Report From Georgia CEO

Tuesday, April 14th, 2026

The Housing and Community Development Department (HCD) is proposing an Amendment to the HOME-ARP Allocation Plan that was originally adopted by Mayor and Commission and accepted by HUD in 2023. The allocation plan outlines which types of activities will be undertaken with almost $2.5 million in funding provided through the U.S. Department of Housing & Urban Development (HUD) HOME Investment Partnership American Rescue Plan (HOME-ARP). All activities funded by HOME-ARP must benefit homeless and qualifying populations primarily through the provision of housing and services.

Between April 5 and May 5, 2026, residents are invited to review and provide comments on the proposed amendment posted on the HCD website at www.accgov.com/hcd . Hard copies are also available for review at the HCD office (133 East Washington Street, Athens, GA 30601) and at the East Athens Development Corporation (410 McKinley Drive, Athens, GA 30601) during regular business hours, or by request.

Written comments may be submitted to HCD via:

  • Email: [email protected]
  • By Mail: PO Box 1868, Athens, GA 30603
  • In person: 133 East Washington Street, Athens, GA 30601

Additionally, the Mayor and Commission will receive comments on the proposed amendment during the Regular Session on May 5, 2026 at 6:00 PM in City Hall.

All comments received during the public notice comment period will be considered and a summary incorporated into the HOME-ARP Allocation Plan amendment submitted to HUD.
