Staff Report From Athens CEO

Tuesday, February 12th, 2019

A public comment form and individual project webpages for all 88 projects submitted by Athens-Clarke County departments, outside organizations, and individuals for possible inclusion in the SPLOST 2020 program are now available online at www.accgov.com/splost2020. Each webpage includes detailed information of each project, such as original project submission forms, operating and capital cost details, and supplemental information.

The 22-member SPLOST Citizens Advisory Committee meets twice weekly through February 20, 2019 to hear presentations on each project. Project webpages will be updated with screen recordings of the live presentations and PDFs of the presentations by the end of each week. All of the committee meetings are held at the Snipes Water Resources Center at 780 Barber Street and are open to the public. A full calendar of the committee's upcoming meetings is available at www.accgov.com/splost2020.

The SPLOST 2020 Citizens Advisory Committee is tasked with recommending a list of projects to the Mayor and Commission. On April 9, 2018, the committee will present a list of potential projects totaling 150% of the projected SPLOST 2020 funding to the Mayor and Commission at a Work Session. After receiving input from the Mayor and Commission, the committee will then develop a final candidate project list, totaling 100% of the projected SPLOST 2020 funding, by May 14, 2019 for possible inclusion in the SPLOST 2020 program.

The Mayor and Commission will ultimately select the final projects included in the program. Currently, the SPLOST 2020 Citizens Advisory Committee is considering $1.2 billion in submitted projects in order to recommend $248 million in projects for the SPLOST 2020 program.

The public comment form is designed to allow residents an opportunity to provide initial feedback on the submitted projects. The deadline to submit initial comments to the committee before their first round of voting is Sunday, March 3, 2019. Additional opportunities for public input will be ongoing during the coming months.

If approved by voters in November 2019, the SPLOST 2020 sales tax collection would begin in April 2020 and would retain the current sales tax rate of 8%. The sales tax rate would not increase as a result of approving a SPLOST 2020 program.
