Envision Athens Consultant Presents Initial Impressions of Athens

A zoning strategy adopted years ago is driving problematic infill residential development in Athens-Clarke County and may also be chasing residential, industrial and other development into surrounding counties, a consultant working on the Envision Athens plan said Monday.
