Athens-Clarke Commissioners Approve Moratoria on Most New Downtown Bars, Apartments

A Tuesday decision by Athens-Clarke County commissioners to institute what could be a year-long moratorium on most apartment construction and most plans for new bars in downtown Athens is a prelude to a long-planned outside study of downtown’s public health and safety environment.
