Gov. Nathan Deal announced the appointments of Ray C. Smith to a State Court judgeship within Bryan County and Ronald C. Goulart to a State Court judgeship within Catoosa County.  

The vacancy within the State Court of Bryan County was created by the resignation of the Honorable Jack E. Carney, Jr.  The Catoosa County State Court judgeship is a new seat created by the passage of House Bill 674 during the 2015 session of the Georgia General Assembly.  The appointments will take effect upon swearing in.

Ray C. Smith, Bryan County State Court
Smith currently serves as Solicitor General of Bryan County, and as City Attorney for the cities of Richmond Hill and Guyton.  He earned his law degree from John Marshall Law School.  He has one child and resides in Richmond Hill.

Ronald C. Goulart, Catoosa County State Court
Goulart currently serves as City Manager of the City of Fort Oglethorpe.  He earned his bachelor’s degree from the University of Tennessee and his law degree from the Woodrow Wilson College of Law.  He has four children and resides in Ringgold.
